Phil (Philaoe, Phileo) Williams from Springfield, MO. He is a former youth pastor and served as President of the board for Project Bat, which was a local non-profit for children. There are screenshots of how Phil (blue messages) and Dave Coble (grey messages) were talking about minors. Dave (pictured on the right) lives in Nixa and used to serve as the President of the Board for Big Brothers Big Sisters of the Ozarks. He also used his platform to speak to teens about suicide prevention and awareness. Neither Phil or Dave currently work with youth that I am aware of, but they do both have children of their own.
Phil has used the Snapchat phileow in the past to target minors. He also uses burner numbers that he frequently changes. He used 816-866-8878 at one time, but it is no longer in service.
